Robert Heckman is a Principal at Capital City Partners in Washington, DC. He is a veteran political consultant with 25 years of experience in national Congressional campaigns, including the presidential candidacies of George H. W. Bush, Ronald Reagan, Phil Gramm, and John McCain. He is a recognized expert in grassroots coalitions and outreach. After graduating Harvard Law School with honors and clerking for the U.S. Court of Appeals for the Sixth Circuit, Mr. Levey served as Director of Legal & Public Affairs at the Center for Individual Rights (CIR), a public interest law firm in Washington, DC. There he worked on landmark Supreme Court cases, including the University of Michigan affirmative action cases.After CIR, he moved to the U.S. Department of Education's Office for Civil Rights, where he headed the Title IX policy group until joining CFJ. He also serves on the Virginia State Advisory Committee of the U.S. Commission on Civil Rights, as well as on the executive committee of the Federalist Society's civil rights practice group.
Mr. Levey's articles on the judiciary, constitutional law, and civil rights have appeared in leading national newspapers and magazines, as well as in law reviews and other legal publications. He has been a guest on more than two hundred radio and television programs, and has spoken to dozens of live audiences, including at bar association events and the nation's top law schools.
Mr. Levey also has an M.S. and B.A. in computer science from Brown University. He worked in the field of artificial intelligence (AI) before attending law school and invented a new type of AI technology, for which he wrote a successful patent application.
